BELUGA INSURANCE SOLUTIONS was launched in 2017 by David Preneel and Federico Shaw as a Coverholder to serve the Financial Lines needs of the SME and Middle Market segment in BeLux, positioning itself in between the traditional Financial Lines insurers and the SME/Middle Market carriers.
With a specialist approach to its chosen segments, BELUGA aims to be a catalyst for innovation in product, process and distribution. Products designed with the target segments in mind, transacted through an end to end platform and distributed through the most professional insurance intermediaries.

A Coverholder or Underwriting Agency is a specialized insurance intermediary holding underwriting powers of representation by one or more insurers. Coverholders perform many functions ordinarily handled by insurers, such as designing insurance products, marketing them, binding coverage, underwriting and pricing, appointing distribution partners and managing the lifecycle of the policy.
BELUGA INSURANCE SOLUTIONS nv, with registered address Pegasuslaan, 5, B-1831 Diegem, is a Belgian insurance intermediary subject to control by the FSMA (FSMA no. 115846A). It holds powers of representation (“binding authorities”) that allow it to act on behalf of the Insurer(s) described in the “Our Partners” section and to receive all communications relative to its policies.
Co-founder Beluga Insurance Solutions
David is a Corporate Insurance enthusiast with 18 years experience at international insurer AIG, where he held increased responsibilities. Most recently, he was Financial Lines Manager for Belgium and Luxembourg and was responsible for Financial Institutions for Benelux & France. He also managed the Accidents and Health unit in Belgium. David is a Law graduate from the University of Leuven and holds an MBA from Vlerick Business School.

Federico is an international insurance executive with experience in Spain, UK and Belgium. He started his career as an underwriter at Chubb and then moved to AIG, where he spent the next 13 years in various roles in Financial Lines. Most recently, Federico was responsible for developing the SME and Middle Market segments across Europe, Middle East and Africa. Previously, he was Financial Lines Manager for Spain and Portugal. Federico is a graduate in Banking and International Finance from the City University of London-Cass.
